Robert McCall (Edward Woodward), The Equalizer, is summoned to aid a young soldier, Dan Turner, (Lenny Von Dohlen) wrongly arrested for murder. Father O'Donohugh (Edward Binns), one of McCall's old friends, and the soldier's sister Lorraine (Emily Heebner) want McCall to protect Dan once he's released from jail.

Dan refuses McCall's help until a terrifying encounter with the killer involving a paint gun. When Dan attempts to fight back, the killer (William Sadler) produces a real weapon and tells him to arm himself: he'll be after him.

Dan relents and visits McCall the next day. He apologizes for turning him away and says he's thankful for the second chance. The police won't believe him. McCall warns Dan that he is in danger and asks him to go over what they spoke about on the telephone. "The man hates the military, particularly officers. Your death would stand for all of them, correct?" McCall tells him not to leave his apartment or even answer the door. Dan and his sister are placed in the church rectory as a safe house.

After many ordeals, McCall meets the killer in an old warehouse, where he evades him in the shadows. As the man relives the memories, he starts to see the soldiers whose deaths came at his hands.
