Detectives Berlin and Ross, (Andy Garcia and Lance Henriksen), investigate a body discovered in a landfill, initially classified as a suicide. Subsequently, a severed hand is discovered among the debris, prompting the detectives to conduct an extensive overnight investigation.
Detective Berlin talks to journalist Michael Blattis (Lenny Von Dohlen) the next day. Blattis asks if the hand they found belonged to a male or a female. Berlin answers that it is female. Blattis tries to learn more, but the boss shoos him away, telling him not to print any of the information in the paper until they know more. Blattis shouts over his shoulder, "It wasn't frozen, was it?" which puzzles Berlin.
Later, after examining the hand, Berlin tries to call Blattis, but reaches his answering machine. He's learned that the hand was frozen, but doesn't understand what it means. He hears from a policeman that there was a murder a few years ago where a girl's head and hands were removed, but they never found them. Her name was Jennifer.
The sergeant comes to believe the girl must have been killed by the same murderer who took Jennifer's life. Helena Robertson (Uma Thurman) provides them with some information about a man her now-deceased friend had met.
When someone makes an attempt on Helena's life, Berlin is horrified that Sergeant Taylor (Graham Beckel) allowed Blattis to write about her being a witness, making her an even greater target. After a return to the institution, the detective uncovers additional clues that unravel the case.
