A young woman is lured to her death by a man posing as a band photographer (Lenny Von Dohlen). C.D. Parker (Noble Winningham), a retired Texas Ranger, receives a phone call from the killer, which leads him and his friend Cordell Walker (Chuck Norris), another Texas Ranger, to the young woman's body.
C.D. is horrified to learn that the girl, Jenny-Lynn, is a victim of a serial killer who killed several young girls eleven years earlier, the one case C.D. never solved. Walker and his friend Trivette (Clarence Gilyard) vow to help C.D. catch The Hangman, who promises to resume his game.
