Two FBI (Sean Patrick Falnery, Kristanna Loken) agents are partnered to investigate the recent murder of the mayor. As they conduct their investigation, the mayor's opponents are murdered in the same manner, each oddly gaining the same campaign manager (Chris Carmack) before their death.
The agents find their lives threatened by a league of masked assailants, a secret society somehow connected to the polictial race, who claim to know their every move.
Mr. Von Dohlen portrays Bill Davies, a forensic pathologist who discusses his findings with the FBI agents.
